Is it permissible to marry my maternal cousin (my mother's brother's son) if my grandmother breastfed his brother, and his mother breastfed my maternal uncle, bearing in mind that my cousin and I were not breastfed by each other or by the same wet nurse?

If you and your cousin were not nursed by your grandmother, then there is no harm in your marriage to him. The prohibition applies only to those who were nursed by your grandmother, and he would then become your brother through suckling.
