What is the ruling regarding one who fasts but does not pray?

The status of prayer in religion surpasses the status of fasting. Many scholars have deemed a person who abandates prayer out of laziness to be a disbeliever, and they have unanimously agreed on the disbelief of one who abandons it while denying its obligation. We do not say to someone who does not pray, "Do not fast." Rather, we say to the fasting person, "Pray." Prayer is more worthy of being diligently observed.
