Is it permissible to use government-owned work tools, with the knowledge of the official in charge, for private work in exchange for payment, and does the ruling differ if the official is a relative?

The employee is a hired hand and a trustee over what is entrusted to him. Therefore, he must safeguard work tools and not use them except for the benefit of the work. Using them for personal purposes or allowing others to do so is considered betrayal and a dereliction of trust. Allah Almighty says: "And those who are to their trusts and their promises attentive" (Quran 23:8). The strong and trustworthy individual is the one deserving of responsibility. There is no distinction in this between a close relative and a distant one; rather, the person in charge must prevent their relatives from presuming upon public funds. It is not permissible to use public work tools for private work unless it does not affect them.
