What is the ruling on an employee taking amounts from settled governmental transactions—the source of their settlement being unknown to him—with the intention of giving charity to himself, knowing that he is in debt and his salary is insufficient for him?

It is not permissible to take these sums of money with the intention of giving charity; rather, they must be returned to the company. What was done is a betrayal of trust, and it is not permissible to take what is unlawful under the pretext of need, for Allah Almighty says: "And do not consume your properties among yourselves through falsehood," and the Prophet, peace and blessings be upon him, said: "Indeed, your blood, your properties, and your honor are sacred to you." Whoever takes something unjustly must return it, for the Prophet, peace and blessings be upon him, said: "The hand is responsible for what it took until it returns it." Therefore, sincere repentance is obligatory, and what was taken must be returned to its rightful owners unless they absolve the person.
