Did Sheikh Al-Albani issue a fatwa that Zakat is not obligatory upon the merchant regarding the capital with which he trades?

The author is not aware of any statement by Sheikh Al-Albani stipulating that Zakat (definition) is not obligatory on merchants' capital. Rather, what the author is aware of is that Al-Albani believes Zakat is not obligatory on trade goods, thereby differing from the consensus of scholars, as conveyed by Sheikh Abdullah ibn Jibreen. It is mentioned that the reason for Al-Albani's view is the unreliability of the Hadith (definition) of Samurah, which was used as evidence for the obligation of Zakat on trade goods. He therefore believed there was no other evidence for it, whereas Ibn Jibreen believes there are other Ahadith indicating the obligation of Zakat on them.
