Is it possible to delete or amend Sheikh Ibn Jibreen's fatwa regarding Zakat on trade goods, specifically concerning the claim of scholarly consensus (ijma') within it, given the existence of earlier statements by Sheikh Al-Albani supporting its non-obligation, as mentioned by Al-Shawkani, Ibn Hazm, and Siddiq Hasan Khan?

The account of scholarly consensus (ijma') on the obligation of zakat (definition) on trade goods may not be fully accepted, nor can it be entirely dismissed. The dissent of Dawud al-Zahiri after the consensus had already been established does not affect it. Sheikh al-Islam Ibn Taymiyyah views the opinion that zakat is not obligatory on trade goods as an anomalous (shadh) view, and that the four Imams and the rest of the Ummah agree on its obligation, except for those who hold an anomalous view. الشيخ ابن جبرين is excused for his claim of consensus based on this.
