Is drawing paintings that depict historical Islamic scenes containing people or horses considered unlawful (haram), and if so, why does its ruling differ from watching historical series on television?

Drawing and hanging pictures of living beings is forbidden, based on the Prophet's (PBUH) saying: "Indeed, the most severely punished people by Allah on the Day of Resurrection will be the image-makers" and "Angels do not enter a house in which there is a dog or a picture." As for photographic images, the preponderant opinion is that they are permissible and do not share the same علت (reason/cause) for prohibition as pictures of living beings.

Regarding the series "Omar Ibn Al-Khattab," the majority of scholars and jurisprudential councils consider the portrayal of senior Companions to be forbidden, in addition to the numerous Shariah violations it contains. The reason for prohibiting sculpted or drawn images is the imitation of Allah's creation, as stated in Aisha's hadith, and this reason is not present in photography.
