What is the ruling on establishing an internet and wireless communication service in public places?

Wireless telecommunications services are permissible. As for internet services, their ruling generally varies depending on the users' utilization:

It is permissible to provide it to those who are known or predominantly expected to use it for permissible and beneficial purposes.

It is not permissible to provide it to those who are known or predominantly expected to use it for forbidden acts (such as clubs and internet cafes).

If the matter is equal or their usage is unknown, then one should consider the predominant use. If the predominant use is permissible and beneficial, it is allowed. If it is harmful and forbidden, it is prohibited.

Based on this, there is no objection to providing internet to hospitals, airports, train and bus stations, and the like. However, it is forbidden to provide it to hotels and similar establishments, because hotels are often places of seclusion and use for forbidden acts, and they contain abominations such as alcohol consumption and mixed swimming pools. It is not permissible to cooperate with them by providing them with internet access.
