Providing internet service or satellite dishes to tenants is permissible. If they misuse these services for something forbidden, the sin is solely upon them, as Allah Almighty says: "And every soul earns not [anything] except for itself, and no bearer of burdens will bear the burden of another." Therefore, there is no blame upon the landlord for benefiting from the apartment rental fees. However, workers and tenants should be cautioned against using these means for anything forbidden.
