Is it incumbent upon Muslims who live as an oppressed minority in their native lands to emigrate from them, and do the Prophetic narrations (Ahadith) that necessitate Hijra and disavowal of those who live among polytheists apply to them?

The emigration (hijra) from lands of disbelief is the emigration of those among its people who embrace Islam to the lands of Islam. As for the emigration of a Muslim from a country inhabited by Muslims to a country inhabited by non-Muslims, this was not existent in ancient times. If a person embraces Islam in a land of disbelief and is unable to establish the rituals of his religion or fears temptation (fitna), then emigration becomes obligatory upon him if he is able to do so. However, if he is able to outwardly practice his religion and does not fear temptation, then emigration in his case is recommended, not obligatory; this is to avoid the multitude of disbelievers, intermingling with them, and witnessing evil.
