What is the ruling on praying in public gardens that are irrigated with water understood to be purified sewage water, or wells into which unclean and foul-smelling cesspool water leaks?

Prayer in places with a foul odor is not valid, unless there is a thick, pure barrier. Prayer is not permissible in gardens even with a barrier. Rather, it is obligatory to pray in mosques with the Muslims, due to the Almighty’s saying: (In houses which Allah has permitted to be raised) [Quran 24:36], and due to the Prophet’s (peace and blessings be upon him) saying: “Whoever hears the call to prayer and does not come, there is no prayer for him except for an excuse.” It is obligatory upon the Commission for the Promotion of Virtue and the Prevention of Vice to prevent people from praying in gardens and to command them to pray in mosques.
