What is the ruling on adopting the view that consultation (shura) is binding, not merely informative?

Scholars have differed regarding the ruling on consultation (shura) between obligation (wujub) and recommendation (nadb). One group views it as obligatory, citing the verse: {And consult them in the matter}, and arguing that this command to the Prophet (peace be upon him) is also a command to his Ummah. They support their view by stating that shura is one of the fundamental principles of Sharia and that whoever does not consult people of knowledge and religion must be removed from power. The other group views it as recommended, arguing that the Prophet's (peace be upon him) consultation with his companions was to soothe their hearts and elevate their status.

The opinion of obligation has stronger evidence, and it is more suitable for the current era to prevent authoritarianism and ensure that matters proceed according to wisdom and public interest. The ruler or leader must adhere to the outcomes of consultation and not contradict them, to avoid undermining trust and causing disunity in work.
