What is the ruling on selling a visa to a worker to open a shop, knowing that the sale is with the consent of both parties, and is it forbidden to charge the worker visa, office, and broker fees if selling the visa is unlawful?

"It is forbidden to sell visas or to obligate the worker to bear their costs, as this violates the country's regulations and involves falsehood and deception. Scholars' fatwas, such as those of Ibn 'Uthaymeen and the Permanent Committee for Issuing Fatwas, have stipulated the prohibition of this and deemed the money earned from it to be unlawful."
