Is paying an amount for a vow of charity to "Kafil Yateem Endowment" and "Well Digging Endowment" considered fulfilling the vow?

The ruling depends on the inquirer's intention when making the vow: If, by charity (ṣadaqah), he intended an act of general goodness, then it is permissible for him to place the amount in an endowment (waqf) for a charitable project. However, if he intended to transfer ownership of the money to the needy, then that is not sufficient, because the transfer of ownership has not occurred. For charity (ṣadaqah) in its general sense encompasses every act of goodness and applies to endowments, whereas in its specific sense, it means transferring ownership of money to the needy.
