Is it obligatory to use water to clean the private parts after relieving oneself, or is it permissible to suffice with tissue paper?

The believer must respond to the command of Allah and His Messenger, and he is rewarded for any hardship endured in doing so. It is not obligatory to use water to remove impurities from the private parts after relieving oneself; rather, it is sufficient to use stones or tissues to remove them, based on the hadith of Aisha and the consensus of the Companions. However, it is better to use water, based on the hadith of Anas and Aisha. Combining tissues and water is more complete and better, by starting with tissues then water.
