It is not obligatory to use water to remove impurities from the private parts after relieving oneself; rather, it is sufficient to use stones or tissues to remove them, based on the hadith of Aisha and the consensus of the Companions. However, it is better to use water, based on the hadith of Anas and Aisha. Combining tissues and water is more complete and better, by starting with tissues then water.
