Is it sufficient to use tissues instead of water for ablution (wudu') and prayer (salat)?
If the intention of drying with tissues is to use cloths or napkins for istinja' (cleaning oneself after relieving oneself), then this is permissible, provided that what is used for cleaning is pure, purifying, and removes the substance of the impurity, such that only a slight trace remains which cannot be removed except by water. It is also stipulated that the number of wipes should not be less than three, even if purification is achieved with fewer, according to the majority of scholars.
