Is it permissible to use tissues for Istijmar on a plane when water is available, and what is the most complete form of purification?

Istijmar is the purification of the front or back private parts from urine or feces using stones or what takes their place, such as tissues, provided that the number of wipes is not less than three, and that it is not done with things that are forbidden, such as dung, bones, and food. Istijmar is permissible whether water is available or not, and it is better to combine both for a complete cleansing.
