Is it permissible to moisten a tissue with water to remove traces of impurities that have gone beyond the place of Istijmar?

Wiping for purification (istinja') is not sufficient unless what exits does not go beyond the usual exit point, and what is used for wiping is dry, not moist or wet. If what is used for wiping is wet, water becomes necessary to remove the impurity, because wiping with something wet spreads the impurity instead of removing it. Consequently, wiping with a wet tissue is not sufficient for purification, and water must be used afterward.
