Does the noble verse: (Indeed, those who have persecuted the believing men and believing women and then have not repented will have the punishment of Hell, and they will have the punishment of the Burning Fire) include those who send pictures of women to tempt young men, or is it restricted to the torment of believers?

"Fitnah" in the Quran is used to denote several meanings, including torment by fire, as in Surat Al-Buruj. Photographing girls and sending their pictures to young men to tempt them is a cause of fitnah in religion and the spread of corruption. It falls under the category of those who love to spread indecency, and therefore includes them in the verse: "Indeed, those who like that indecency should be spread among those who have believed - they will have a painful punishment in this world and the Hereafter. And Allah knows, and you do not know." {An-Nur: 19}.
