What is the ruling on someone who gives charity to a distant person while neglecting his needy close relative, and performs Hajj and Umrah every year, and refuses to provide assistance to his family, claiming that the money is his own, to the extent that he has abandoned his brother?

A man's kindness to his relatives and neighbors is among the most virtuous acts of worship. Charity given to a kinsman has two rewards: charity and upholding ties of kinship. They are more deserving of his benevolence and assistance than others. As for him abandoning his brother, it is forbidden if it is without a just cause.
