What is the ruling on the Imam's silence when standing for the second rak'ah of a congregational prayer, and what are the legitimate silences in prayer?

There is no statement from the scholars regarding the permissibility of the imam's silence before the recitation in the second rak'ah. What is established is the permissibility of silence after the opening takbeer (Takbeerat al-Ihram (definition)) to recite the opening supplication (Du'a al-Istiftah). There are other permissible silences according to some scholars: the imam's silence after Surat Al-Fatiha to allow the congregants to recite it, and his silence after the recitation and before the takbeer for bowing (ruku') to regain his breath. If the imam regularly observes the aforementioned silence, he should be advised gently and wisely in private.
