Shaykh Muhammad ibn Uthaymeen, may Allah have mercy on him, said: If a wife experiences menstruation before the tawaf of Umrah, she must wait until she becomes pure, then perform her Umrah. He cited the Prophet's (peace be upon him) statement to Safiyyah (may Allah be pleased with her) when she menstruated: "Is she going to detain us?" And when he was told, "She has already performed tawaf al-ifadah," he said, "Then let her depart." This indicates the obligation for a menstruating woman to remain until she becomes pure to perform tawaf al-ifadah, and likewise the tawaf of Umrah, because it is a pillar.
