A man must provide for his wife and children. If he abstains, it is permissible for his wife to take from his wealth what suffices her and her children, in a reasonable manner. The wife is not obligated to help her husband with household expenses, and the husband is not permitted to force her to do so. The argument of saving money for future hardships is not valid. It is not permissible for the wife to take zakat from her husband's wealth to spend on herself and her children, nor is it permissible for her to give out zakat on his behalf without his permission.
