What is the ruling on sending usury via Western Union to someone who claims to be poor?

We have previously clarified in Fatwa no. 93074 that for someone who wishes to dispose of usurious gains by sending them to a poor person in another country, the transfer fee is borne by the owner of the money and is not deducted from the illicit funds. This is because it is obligatory to dispose of the entire amount, and the transfer fee is a necessary expense for this disposal.
