What is the ruling on eliding the "hā’" when stopping at "At-Tahiyyatu Lillāh" (All greetings are for Allah), "Ashhadu an lā ilāha illallāh" (I bear witness that there is no god but Allah), and "Rasūlih" (His Messenger), and not pronouncing it clearly? And is it obligatory to articulate the letter "hā’" even with elision?

It is sufficient to pronounce the letter 'hāʾ' with sukoon when pausing on it during the tashahhud, ensuring that it, or any other letter of the tashahhud, is not dropped. One is not required to produce the precise characteristics of letters during recitation in prayer, and failure to do so does not invalidate the prayer.
