Is it permissible for a divorced woman to marry with witnesses before a Sheikh, without the approval of her guardian, while abroad?

According to the preponderant opinion of the majority of jurists, a guardian (wali) is a condition for the validity of a marriage, and there is no distinction between a virgin and a previously married woman. Therefore, a divorced woman is not permitted to marry without the permission of her guardian. If she is in a foreign country, her guardian may delegate someone to perform her marriage if he is unable to attend, as delegation in marriage is permissible.
