The answer

The marriage of a divorced woman, like that of other women, requires, according to the majority of scholars, that it be conducted directly by her guardian (wali) or his agent, based on the : "There is no marriage without a guardian." The guardian's knowledge and consent are not sufficient; rather, his direct involvement in the عقد (contract) or his authorization of another to act on his behalf is required. Furthermore, for the marriage to be valid according to the majority, it must be witnessed by two men, and the testimony of women alone is not valid for it. If the contract is concluded through the guardian and in the presence of two witnesses, and they do not publicly announce the marriage, the marriage is valid, though announcing it is preferable.
