Is it permissible for the Witr prayer to be thirteen rak'ahs with one tashahhud?

There is no objection to performing Witr prayer with three, five, seven, nine, eleven, or thirteen rak'ahs with a single tashahhud, as the Prophet, peace and blessings be upon him, did. He performed Witr with five rak'ahs, not sitting between them except in the fifth, and then he would give the salam. He also performed Witr with nine rak'ahs, with two tashahhuds and one salam: he would pray eight rak'ahs continuously, sitting in the eighth, then pray the ninth, recite the tashahhud, and give the salam. It is permissible to combine the rak'ahs with a single salam, though it is better to give the salam after every two rak'ahs.
