Does a father's prayer against his daughter that she not marry, due to his anger with her, prevent her marriage, and can the father pray for her to marry to nullify the first prayer?

Your delayed marriage is not necessarily due to your father's prayer. However, if you have been remiss in your duties towards him or have wronged him, then repent to Allah, for repentance erases what came before it. There is no objection to you asking your father to pray for you to find a righteous husband. And make abundant supplication, for Allah is near and responsive.
