Is it permissible for a disabled girl, who does not have the means to purchase a wheelchair, to register herself in an area where she does not reside in order to benefit from a grant that provides wheelchairs?

If the donor designates the vehicles for the people of a specific area, and stipulates that the beneficiary must be from that area, then it is not permissible to circumvent this condition, due to the generality of the Prophet's (peace be upon him) saying: "Muslims are bound by their conditions in what is permissible."
