What is the interpretation of the Hadith: "By Him in whose hand is my soul, if you did not sin, Allah would do away with you and bring people who would sin, and then seek Allah's forgiveness, and He would forgive them"? Does it mean that if we did not sin, Allah would bring people who would sin and have sin written upon them, or does it have another interpretation? And does it mean that if we did not seek forgiveness after sinning, Allah would do away with us and bring people who would sin and then seek forgiveness?

Everything a servant does is by Allah's decree and destiny, and belief in that is a pillar of faith. This does not contradict the fact that one who errs deserves blame and punishment, and that they are a doer with free will. The meaning of the Hadith, "Were you not to commit sins, Allah would do away with you...," is that if Allah were to do away with you—O humans—because you do not commit sins, He would bring forth a people who commit sins, then seek forgiveness, and He would forgive them. This is because Allah's attributes, "The Oft-Forgiving, The Forgiving," necessitate the existence of sin. It is not intended to comfort those engrossed in sins, but rather to show the greatness of Allah's pardon for sinners, to increase the desire for repentance and seeking forgiveness.
