Is it permissible for a fundraiser who is in hardship to give a portion of the donations he collects to his refugee wife in Jordan, given that his salary is low and he is in debt?

If the donors did not specify how the money should be spent, and they authorized a person to distribute it to those who are eligible, then it is permissible for him to give the money to his wife and child if they are among the eligible recipients.
