What is the ruling on using social media networks for da'wah to Allah, such as YouTube and Twitter, given the presence of seductive or indecent images of women therein? And is it obligatory to block images from the browser or to ban those who post prohibited images?

It is permissible to use websites from which one can benefit in a lawful manner. However, whoever finds that his use of them leads him to the forbidden should avoid them as a preventative measure. It is obligatory to ban members who post impermissible images.
