If the indebted brother owns more than what suffices him and his dependents, from assets that can be sold to pay off the debt (such as a car or real estate superfluous to his needs), then he is not among the recipients of Zakat specified in the Almighty’s saying: "Indeed, Sadaqat (charities) are only for the poor, and the needy, and those employed to collect [Zakat], and for bringing hearts together [for Islam], and for freeing captives (or slaves), and for those in debt, and for the cause of Allah, and for the wayfarer – an obligation [imposed] by Allah. And Allah is Knowing and Wise." However, if his existing wealth is insufficient to repay his debts after meeting his basic needs, then it is permissible to give him from Zakat.
