If they do not desist, he should intervene between them with a stick or with his hand, even if it requires holding their arms, to ward off a greater harm. This is because it is permissible to commit the lesser of two evils to repel the greater. What is forbidden as a preventative measure (sadd al-dhari'ah) becomes permissible for an overriding benefit (maslahah rajihah). If a man fears temptation (fitnah), he should limit himself to verbal admonishment.
