What is the ruling on performing ablution and prayer with waterproof permanent makeup and kohl, and are they considered a change to Allah's creation?

Wudu (ablution) and Salat (prayer) are valid with permanent makeup and kohl if they do not form a layer that prevents water from reaching the skin. However, if they do, wudu is not valid without their removal. These are considered forbidden tattooing (washm), which alters Allah's creation. If their use causes harm to oneself, then they are forbidden.
