If you have protected the money from loss, then you have done well. However, taking public money without right is a grave error in religion, due to the saying of the Prophet, peace and blessings be upon him: "By Allah, no one of you takes anything without its right except that he will meet Allah Almighty on the Day of Resurrection carrying it," and his saying: "Indeed, there are men who squander Allah's money without right, and for them is the Fire on the Day of Resurrection." Therefore, it is not permissible for anyone to use the agricultural water pipes for which he is responsible for his personal purposes. Whoever does so must repent and return the cost of what he benefited from them. As for the agricultural crops irrigated by them, they belong to their owner, and he is only obligated to repent and return the cost.
