Is it permissible to spend Zakat funds on purchasing da'wah books to distribute to non-Muslims with the aim of inviting them to Islam?

Allah Almighty has specified the categories of Zakat recipients, and the Zakat funds become their possession to dispose of as they wish. Therefore, it is not permissible to purchase books with Zakat funds. A Muslim must donate a portion of their wealth for the sake of Allah and to serve His religion, and not limit themselves to merely fulfilling the obligatory Zakat.
