Is a girl's refusal to marry her cousin, based on her father's will, considered disobedience to parents (ʿuqūq) or a violation of Sharia, especially since she only harbors feelings of brotherhood towards him, while her heart inclines towards another man?

The will does not have to be carried out, due to the saying of the Prophet, peace and blessings be upon him: "A virgin should not be married until her permission is sought." In another narration: "The virgin's father should seek her permission, and her permission is her silence." It is advisable to seek Allah's guidance (Istikhara) and consult those who are knowledgeable about the circumstances of both individuals.
