What is the meaning of the Almighty's saying: "Nor does he encourage the feeding of the poor," and is it obligatory for every Muslim to encourage the feeding of the poor, and does the verse include him if he does not do so?

The verse does not mean that not encouraging the feeding of the poor makes a Muslim a denier of the religion. Rather, it condemns the characteristics of disbelievers to deter Muslims from them. A Muslim who does not encourage the feeding of the poor is not like a disbeliever who does not encourage it, because Allah Almighty has differentiated between Muslims and criminals.
