What is the ruling of Islamic law regarding the owner of a bakery who sells subsidized flour on the black market, the merchant who buys it, the workers involved in sifting and transporting it, and the consumer who purchases it?

It is not permissible to participate in selling subsidized flour in the black market, as this involves breach of contract, harming people, and devouring the wealth of Muslims. This is forbidden for bakery owners, traders, those involved in sifting and transporting flour, and for the buyer if they are aware of it, based on the Almighty's saying: "And do not cooperate in sin and aggression." And whoever gives up something for the sake of Allah, Allah will compensate him with something better.
