It is not permissible for an employee to dispose of what is under their authority except according to instructions. Therefore, the selling of flour by officials of public bakeries to private bakeries is unlawful for two reasons: First, their betrayal of the trust (amanah), and second, their violation of the conditions set by the state, which subsidizes the flour allocated for public bakeries.
