becomes obligatory on the aforementioned amount if two conditions are met:

First: The remaining amount after expenses must not fall below the (85 grams of gold or 595 grams of silver). The loaned amount is treated as if it is remaining and its zakat is paid as zakat on loans. If its repayment is expected, then zakat is paid on it as if it were present. If its repayment is not expected, then zakat is paid on it upon its recovery (one-quarter of a tenth). There is no issue in paying zakat on it as if it were present.

Second: A full lunar year must pass while the wealth has reached the nisab.

If these two conditions are met, the zakat amount is one-quarter of a tenth (2.5%), and it is to be given to the eight categories of zakat recipients.
