What is the best way to answer sensitive Sharia questions for new Muslims, such as the ruling on listening to musical instruments and covering the face, especially when living in a country where the majority of the population is non-Muslim?

The Prophetic methodology in education and upbringing is gradualism, which is a cosmic law for establishing steadfastness and permanence. Allah gradually revealed legislations; before the lawful and unlawful, verses were revealed introducing people to their Lord and reminding them of Paradise and Hellfire until faith became firm, making compliance easier. This is supported by what Aisha (may Allah be pleased with her) narrated: that the first part of the Quran revealed was about Paradise and Hellfire, and then the lawful and unlawful were revealed.

Prayer was not obligated until ten years after the Prophetic mission, and fasting, zakat, and Hajj were not obligated until after the Hijra. All of this is in consideration of the educational aspect.

Do not be strict with them in application until faith is established in their hearts, for they are new to Islam after disbelief, and strictness might turn them away from the path of Allah, especially regarding the issue of face covering, which is a subject of significant scholarly disagreement and a sensitive issue in some Western countries. The intention is to follow a moderate path, without excess or negligence.
