Am I allowed to let people photograph the pamphlet of the Ministry's textbook answers that I own, knowing that the Ministry has been selling the original book for many years, and that I read on the "Islam Q&A" website that some scholars permitted copying if the copier was certain that the company had made a substantial profit from the item being copied?

Some scholars have permitted the purchase and copying of software and books that have been extensively copied and circulated, and where it is highly probable that the producing company has already made a reasonable profit from them, especially if they are for beneficial academic purposes.

However, the more pious and cautious approach is to refrain from this due to the presence of doubt. Sheikh Al-Munajjid has clarified the permissibility of copying and duplicating without the owners' permission in two cases: 1. If they are not available in the markets, it is permissible to copy them out of necessity and for charitable distribution, without selling them or seeking profit. 2. If there is a strong need for them, and their owners demand more than their fair price, and they have already recovered their costs and a reasonable profit, it is permissible to copy them to avert harm, provided they are not sold for personal gain.

As for publications that provide solutions to Ministry of Education textbooks, their circulation is permissible if scientific integrity in transmission and quotation is observed, even if the original authors have not granted permission, because quotation is a legitimate benefit about which there is no disagreement. However, if the matter is not a quotation with its proper controls, then dealing with it is impermissible due to the infringement involved.

And one who buys a copy for their extreme need and personal benefit is less culpable than one who sells copies and profits from them.
