What is the legal basis for determining specific numbers for repeating supplications and remembrances such as "Ya Latif" 29 times, "Ya Qahhar" 306 times, and "Hasbunallahu wa Ni'mal Wakeel" 450 times, and is it permissible to act upon them given the absence of anything supporting these numbers in the Quran or Sunnah?

"The adhkar (remembrances) that are specified with certain numbers are often innovations of the innovators, especially the Sufis, who claim that these adhkar have special benefits and rewards. Knowledge of such matters can only come through divine revelation. Adhkar are of two types: those restricted by time, place, or circumstance, which must be performed exactly as they were reported, and those that are unrestricted. If the unrestricted adhkar were reported from the Prophet, peace be upon him, then they should not be limited by time, place, or number. If they are the personal supplication of the one making the remembrance, then it is permissible to supplicate with them, provided that good, Arabic-compliant words free from religious prohibitions are chosen, and that they are not restricted by time, circumstance, or place, and that they are not taken as a permanent sunnah (definition) (practice). The mentioned phrases are legitimate, but specifying them with the mentioned numbers is an innovation and it is not permissible to adhere to it. Rather, a Muslim should use them to supplicate and commune with Allah through His beautiful names without specifying numbers or times, except for what has been explicitly mentioned in the Sharia (definition)."
