Is the intent of "the foolish ones" in the Almighty's saying, "And do not give the foolish ones your property," women, including the wife?

The meaning of the verse: Do not give your wealth to children and women, due to their weak opinions and lack of knowledge regarding areas of benefit and harm. This includes the wife and anyone who is not skilled in managing wealth. The man is obligated to spend on his wife and children what suffices them, in a reasonable manner.
