What is the ruling on placing anime or cartoon pictures for decoration in a room, and does the ruling on drawing the face of a cartoon character differ from drawing it in full?

It is not permissible to hang pictures of living beings if the picture is complete, whether real or imagined. As for a picture of the head only, scholars have differed concerning it; some have permitted it and some have forbidden it, based on the hadith: "The image is the head, so if the head is cut off, it is not an image." The Permanent Committee's view is that the allure of the image lies in the face. To avoid doubts, it is advisable to refrain from hanging pictures of the head only, as a precaution for one's religion.
