Who bears the costs of the wife's return to her home country after the death of her husband in a foreign land?

If a woman has enough money to return to her country, then the expense of her return is from her own money. However, if she is poor in that country, she is considered among those eligible for zakat (definition) as an "Ibn Sabil" (wayfarer), and she is given from zakat what enables her to return, even if she was wealthy in her home country. The expense of her return is not from her deceased husband's inheritance, because maintenance obligations cease upon the death of either spouse.
