The question

What is the ruling on the zakat of saved money that has reached the nisab and a hawl has passed over it? Is zakat obligatory from the time one learns of the religious ruling, or from the time the nisab is completed? Is zakat calculated only on the nisab, or on all money and gold? Is the current month's salary included in the zakat calculation? How is the zakat on gold valued: at its purchase price or its current selling price? To whom should zakat be paid? Is it permissible to give it to one's mother, or to family members, or to a poor person in need of surgery?

The answer

Monthly salary is not subject to unless it reaches the (minimum threshold) by itself or with other assets, and a full lunar year (hawl) has passed on it. The nisab is equivalent to 85 grams of gold or 595 grams of silver. Permissible jewelry intended for personal use is not subject to Zakat according to the majority of scholars, even if the primary purpose of its purchase was use, with the possibility of selling it if needed. However, if the purpose of its purchase was storage, then Zakat is due on it. If gold is purchased after the hawl has completed on the nisab, Zakat is obligatory on the entire amount. But if the purchase was before the completion of the hawl and the nisab did not decrease, Zakat is due on the remaining amount. If the nisab decreased due to the purchase, then no Zakat is due. Newly acquired wealth during the hawl starts a new, separate hawl for itself. It is permissible to pay Zakat in advance. The amount of Zakat is one-quarter of one-tenth (2.5%). It is not permissible to give Zakat to one's mother and children. It is permissible to give it to siblings and their children if they are among the eligible recipients of Zakat, and to a sick person who cannot afford their treatment costs.
